Virginia Smelser is the Communications Manager
for the City of Bristol Tennessee and serves as the 911 Director. Mrs. Smelser has over 30 years of Public Safety
experience and has been with the City of Bristol Tennessee since 1994. She is committed to ensuring the safety
and well being of our citizens. Mrs. Smelser is a Nationally recognized Registered Public Safety Leader
and currently, one of only three in the State of Tennessee. Mrs. Smelser has also received recognition as a certified
Emergency Number Professional through the National Emergency Number Association.

Mike Callahan serves as the Communications Supervisor. Mr. Callahan has served the City of Bristol for
more than 22 years. He has more than 15 years experience as a dispatcher and has been a supervisor since December
2003.
. . Ms. Hall began her career in Public Safety Dispatching in 1996 at the New Hanover
County Sheriff's Office in Wilmington, North Carolina. In 1998, she was promoted to Training Officer. In April
of 2000, Ms. Hall relocated tro Tennessee and began her employment as a dispatcher with Bristol Tennessee Police Department.
During her tenure she has served as the NCIC Terminal Agency Coordinator and as a Training Officer. Ms.
Hall was promoted to evening supervison in June 2010.
